Inside Plant / Outside Plant (ISP/OSP) specialist responsible for the planning and installation of network cabling and computer equipment and devices between and within data centers and work buildings. Designs, plans and builds communications networks and may configures routers and switches. Coordinates LAN/WAN hardware/software improvements and/or enhancements. Monitors the network utilizing industry leading technologies. Provides innovative methods and technical solutions using the engineering design process. Plans implementation of enhancements.
This is an unaccompanied assignment in an austere location (Kosovo).
HOW AN ISP/OSP SPECIALIST WILL MAKE AN IMPACT
Surveys facilities and develops site-specific schematics; bill of materials; and subsequent construction drawings (floor plans; room plans; and rack elevation/equipment drawings).
Responsible for placing technology equipment in commercial telecommunication rooms, including installing rack and stacked equipment, running, and testing twisted pair and fiber cabling IAW industry standards, and running power cables to a designated power source. Installation may also include Ground wire, Ladder rack, Fiber Guide, MDF, FDF, switches, routers, and related cabling.
Connects and rearranges buried copper and fiber optic cable facilities in buildings utilizing hand tools and specialized equipment. Utilizes test equipment in cable fault locating procedures, performs cable completion tests and locates copper and fiber cable accurately.
Analyze building floor plan diagrams; engineering drawings; and technical specifications to plan; coordinate; and carryout the installation activities outlined in site-specific installation plans.
Conducts installation of backboards; electrical metal tubing; raceway; ladder racks; equipment cabinets; inner duct; equipment grounding; premise copper and fiber optic cabling; fiber optic and distribution panels.
Clean and scope fiber connectors, Document light levels, and other readings with job-specific testing equipment.
Determine system integration requirements; coordinate and implements voice; video and data systems cutover to include integration with existing systems.
Perform and document testing for copper and fiber optic structured cabling systems.
Install ladder racks, cable paths, horizontal and vertical pathways for fiber optic cable management systems, and create a physical cable path for equipment and cable design.
Connects and rearranges buried copper and fiber optic cable facilities in buildings utilizing hand tools and specialized equipment.
May be required to work in buildings, trenches, manways, manholes, splice pits, cable vaults and hand holes.
In some cases may require rooftop installation with a certain satellite equipment. This equipment could consist of wired and wireless routers, network switches, internet/VoIP access gateways, phones systems, modems, hubs, satellite equipment, antennas, uninterruptable power sources (UPS).
Equipment testing to/from CPE or CSU/DSU utilizing various test sets such as, volt/ohm/amp meter, optical loss test set, fiberscope, bit error rate test set, CAT 5/6 cable tester, etc.
Tests, locates, installs, and repairs cabling infrastructure associated with trouble calls, and performs routine maintenance.
Operates power equipment such as pumps, compressors, and power plants (generators).
Documents redline changes to engineering drawings; managing the change control process; and provide as-built drawings and test data for the finished project.
Protects, cleans, and ensures that preventative maintenance is performed on all assigned equipment.
Documents network by labeling and routing equipment and cables; recording configuration diagrams and specifications
Maintains network by troubleshooting and repairing outages; testing network back-up procedures; updating documentation
Identify, track and remove abandoned cable, and keep cable neatly tied and bundled while maintaining safety standards
Proficient with Microsoft Office applications (Excel, Word, PowerPoint, Outlook, etc.)
Directly interfaces with Government customers, vendors, subcontractors, and other groups.
Updates network drawings using MS Visio and other software-based application.
Maintains compliance to all relevant OSHA, safety or departmental specific standards as directed by supervisor.

WHAT YOU WILL NEED TO SUCCEED
Security Clearance Required: Secret security clearance based on SSBI / T5 investigation a must.
Years of Experience: 2+ years of experience or equivalent combination of training; certifications, work and/or military experience.
Bachelors Degree in Telecomm Engineering or related field preferred.
Certifications Required: DoD 8570 certification a must on Day 1 (CompTIA Security+CE at a minimum). Network certification a plus. ICT Installer certification a plus (copper or fiber; fiber preferred) ITIL Foundation certification a plus.
Must be able to obtain SOFA status per Bulgaria SOFA agreements.
Skills: Must be able to understand and use test equipment and hand tools used for installation and maintenance of Copper and Fiber cable such as a Fusion Splicer, OTDR, Circuit Loop Analyzer, light source, power meter, etc. Understanding of networking switch/bridge technologies. Must be able to work alone and be self-motivated with a desire to achieve excellence. Must be able to climb ladders and work at heights of over 20 feet. Heavy lifting may be required in handling tools, ladders materials and supplies. Ability to work outside in varying weather conditions. Must be able to stand, bend, squat, walk, move, lift, carry equipment ( >50lb) for the duration of the work day.

The likely salary range for this position is $76,690 - $97,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. Total compensation for international positions varies by tax, social security, and immigration statuses, as well as location. Generally, an international assignment may include allowances, premium uplifts, and/or relocation or transportation benefits, above base salary range noted.
