Cyber Engineer Sr Advisor - Secret Clearance Required.
 

Join General Dynamics IT and be a part of a team that solves some of the world's most complex technical challenges. The Navy Standard Integrated Personnel System - Navy Personnel and Pay (NSIPS-NP2) is seeking a Cyber Systems Engineer Advisor to join their team.

NSIPS-NP2 is the Navy's single, field-entry, electronic pay and personnel system for all USN/USNR Sailors. The program overall will maintain Navy O&M and Research/Development/Test and Evaluation (RDTE) for Navy Personnel and Pay systems.  Designs and evaluates end-to-end systems through their entire life cycle. Ensures products and systems comply with requirements and customer information assurance and cybersecurity standards and practices through formal verification methods with specific emphasis on network operations and cyber warfare tactics

As the Cyber Engineer you will:

Perform as a Splunk Sr. Advisor on an established team

  • Implement approved Splunk SaaS architecture and design
  • Support and maintain high availability for SaaS Splunk deployments
  • Maintain Splunk architectural diagrams and documentation
  • Troubleshoot complex integration challenges and configuration issues
  • Seek opportunities for automation and integration of various tools and services
  • Conducts software and systems engineering and software systems research to develop new capabilities, ensuring cybersecurity is fully integrated. Conducts comprehensive technology research to evaluate potential vulnerabilities.
  • Designs develop, test, and evaluate information system security throughout the systems development life cycle
  • Conducts risk assessment and provides recommendations 
  • Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research
  • Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints
  • Integrate new architectural features into existing infrastructures, designs cybersecurity architectural artifacts, provides architectural analysis and relates existing system to future needs and trends, embeds advanced forensic tools and techniques for attack reconstruction, provides engineering recommendations, and resolves integration/testing issues
  • Provide vulnerability remediation management; developing, documenting, and implementing IA processes and procedures; ensuring compliance with Department of Defense (DoD) - mandated IA directives, developing and maintaining system baselines and system inventories.
  • Develop and document IA processes and procedures for the environment as necessary
  • Perform DoD system certification and accreditation activities as prescribed by IA leadership
  • Proficient in regular expressions
  • Proficient at search time activities including parsing and normalizing events to the Splunk Common Information Model (CIM)
  • Knowledge of RHEL Enterprise Systems
  • Knowledge of Cloud Services such as AWS, Office365
  • Ability to script in one more of the following computer languages Python, Bash, Visual Basic or PowerShell
  • 4+ years of experience in a Splunk role supporting SOC or NOC environments
  • Must be able to effectively collaborate and work with others in a remote work environment

Basic Qualifications:

  • BS degree; 10 additional years of experience may be considered in lieu of a degree
  • 10+ years of cyber systems and software engineering
  • Experience with DISA Security Technical Implementation Guidelines (STIG) 
  • Experience with Splunk Enterprise Security or integration with other Security Information and Event Management (SIEM) platforms
  • Experience with the Department of the Navy (DON) or NIST Risk Management Framework (RMF)
  • Current NSIPS-NP2 experience is highly desired
  • Current Splunk Enterprise Security Certified Admin certification
  • DOD 8570 IA Level II Certification required (i.e.  Security+ CE); CISSP, CISA, and CISM certifications preferred.
  • Secret clearance

Salary and Benefit Information

The likely salary range for this position is $115,061 - $155,671. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
