Program Manager – Senior – TS/SCI required

HOW A PROGRAM MANAGER – SENIOR WILL MAKE AN IMPACT

  • Responsible for the operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities
  • Oversees fiscal, operational, administrative, and human resources management of the program
  • Seeks and develops outside funding sources
  • Serves as principal point of representation and liaison with external constituencies on operational matters
  • Provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise
  • Accountable for all aspects of contract execution and manages the hands-on, day-to-day execution of related operational activities
  • Responsible for program/project management operations and resourcing of all task order requirements, including staffing, GFE accountability, and tasking responses
  • Responsible for meeting all technical, financial, and contractual requirements
  • Ensures that management processes and business systems facilitate meeting performance requirements
  • Primary Point-of-Contact and is authorized to act on all matters relating to the daily operation of
  • the task order
  • Communication skills to effectively interface with military officials, managers, and subordinates
  • Serves as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and the Contractor’s senior management
  • Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities
  • Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract
  • Utilizes expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents

WHAT YOU’LL NEED TO SUCCEED:

  • Education Bachelor's Degree with 12 years of experience; Minimum 10 years of project management experience, including 8 years of supervisory experience leading teams of at least 40 people
  • Preferred Skillset/Experience:
    • Effective management skills
    • Ability to manage multiple projects simultaneously
    • Effective business development skills including proposal development and preparation
    • Effective communication skills
    • Detailed knowledge of relevant government regulations and standards
    • Possess three (3) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management and five (5) years direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment
  • Clearance Level: TS/SCI
  • Required Certification(s):
    • DoD 8140/8570 Level II Computing Environment (CE) Certification as determined by the Program Manager is required prior to support on contract
    • Computing Environment certification: PMP certification or Federal Acquisition Certification for Program and Project Managers (FACP/PM)
  • Location: On Customer Site
  • Additional:
    • Candidates must be willing and able to attain a CI Polygraph for certain positions as determined by the contract
    • Travel may be required to support the mission

Salary and Benefit Information

The likely salary range for this position is $152,729 - $206,633. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
