Requirements Analyst

Job Profile Summary:
Provides expertise in the development and translation of customer requirements into executable operational solutions.

Job Description:
● Performs Plans, Process, and Policy Support and provides Project Management Support.

● Collects and performs analysis on moderately complex information from system users to formulate the scope and objectives of the system.
● Analyze and define proposed systems, function, process and user needs to determine requirement validity, completeness, accuracy, or feasibility for implementation. 
● Facilitate planning meetings, video- and teleconferences.
● Review and coordinate on the technical content of design proposals, technical quality of equipment to be installed, installation of equipment, and maintenance of equipment.

● Provide expert advice on equipment specifications, capabilities, and operational procedures, providing guidance for selection and acquisition of Command, Control, Communications, Computer, Collaboration, and Intelligence (C5I) equipment and infrastructure.
● Research and document proposed infrastructure and system topologies including architecture, system connectivity, and interoperability.
● Conduct feasibility studies to design possible system solutions 
● Resolve discrepancies with appropriate agencies to meet objectives. Document unresolved discrepancies and post discrepancy details. 
● Design proposals, draft segments of planning, transition, and policy documents using applicable directives and industry best practices, such as IT Service Management (ITSM) processes within the ITIL framework, following DoD and Air Force policy and guidance.
● Prepare moderately complex flow charts, models, and procedures 
● Create documentation such as policies, procedures, workflows, and user guides. 
● Recommend standards, procedures, and enhancements for implementation and maintenance of new technologies.
● Update requirements based on changes in operations or policy. 

● Manages governance processes and conducts regular governance meetings and decision memorandum
 

WHAT YOU’LL NEED TO SUCCEED:

Certifications:

● Possess a Project Management Professional (PMP) certification, or

● Possess a Business Analyst or Business Process Analyst Certification, or

● Possess a similar, industry recognized, certification in Information Technology or Business Analysis, e.g. Business Relationship Management

Education:
● Bachelor’s degree from an accredited college or university which provides substantial knowledge of the information sciences or with a curriculum or major field of study which provides substantial knowledge useful in managing the work specified by the task order(s). Such degrees might be, but should not be limited to, the disciplines of computer science, information systems, physical science, engineering, a mathematics intensive discipline or business. Candidate must also possess three (3) years' relevant experience.
 • Education and experience requirements may be substituted with:
 Associated Degree and seven (7) years of intensive and progressive experience demonstrating the required proficiency levels related to the task.
 • No degree and 11 years of intensive and progressive experience demonstrating the required proficiency levels related to the task.

Other Requirements:

● This position requires Germany TESA Accreditation Requirements: A bachelor's degree plus 3 years of recent specialized experience, OR; An Associate's degree and/or Major Certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience.

● This position requires U.S. Citizenship

● Minimum Clearance: Secret

Preferred Experience:
● Possess a Project Management Professional (PMP) certification

● Possess a Business Analyst or Business Process Analyst Certification

● Possess ITIL 4 Foundations or higher

● Possess outstanding communication and relationship skills with senior executive level leaders

Salary and Benefit Information

The likely salary range for this position is $97,522 - $131,942. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. Total compensation for international positions varies by tax, social security, and immigration statuses, as well as location. Generally, an international assignment may include allowances, premium uplifts, and/or relocation or transportation benefits, above base salary range noted.
