Job Description

The Intel and Homeland Security (IHS) Chief Technology Office (CTO) is responsible for technical solutioning with excellence within the division. The DevSecOps Solution Architecture role provides DevSecOps, Agile Development, and Security Engineering subject matter expertise specific to application architecture, design, and development in solving our customers’ problems and enabling their missions. This role reports directly to the CTO Leadership.

Responsibilities include:

DevSecOps:

  • Design and configure CI/CD pipelines using industry best practices and tools.
  • Conduct software and systems engineering and software systems research to develop new capabilities, ensuring cybersecurity is fully integrated.
  • Deploy and configure automated testing solutions to ensure high software quality prior to deployment.
  • Build and configure automate deployment routines.
  • Participate in Agile planning and support Agile development cadence.
  • Build solutions using Infrastructure as Code (IaC).
  • Create building blocks of reusable capabilities that can adapt to different customer environments.
  • Conduct comprehensive technology research to evaluate potential technical and procedural best practices in support of DevSecOps and IaC.
  • Build implementations that align with Software Development Life Cycle and ITIL best practices.
  • Create and publish strategies, implementation, maintenance, and administration guides for DevSecOps platforms.
  • Develop and publish engineering architectural artifacts for reuse across the organization.

Solutionist:

  • Function as a solutions architect, lead or contributing, within a Business and Proposal Development Process such as Shipley.
  • Conducts software and systems engineering and software systems research to develop new capabilities tailored to customer needs.
  • Identifies solutions based on business and technical criteria, analyzes alternatives based on trade space, and implements designs.
  • Designs and defines high-level system architecture for new or existing Information and Operational Technology (OT and IT) systems.
  • Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that conform to customer mission technical, schedule, and cost constraints.
  • Coach and provide subject matter guidance to proposal and program teams for DevSecOps implementations.
  • Develop Work Breakdown Structures and Basis of Estimate artifacts for proposed solutions.
  • Reviewing and providing constructive feedback to proposal artifacts.

WHAT YOU’LL NEED TO SUCCEED:

The candidate must possess the following skills:

  • Comprehensive DevSecOps experience, including:
    • Experience using DevSecOps tools, such as Ansible, Jenkins, Jira, Git and automation tools (e.g. GitHub)
    • Experience with software containerization, container security, and scanning
    • Experience with AWS and Azure implementations
    • Familiarity with NIST cybersecurity framework (NIST 800-53)
  • Solution and architecture development concepts and processes, 5+ years.
  • Proven ability to lead development of technical data packages such as a system description, Interface Control Document (ICD), CONOPS, related appendices and detail artifacts such as an API (Application Programming Interface) SDD (System Description Documents), OV-1s, and systems and enterprise architecture packages.
  • Excellent verbal and written communication (including executive level interface), work autonomously and in groups, highly organized, deadline-oriented, continuous-improvement mindset.
  • Experience managing the system engineering lifecycle, including trade studies, analysis of alternatives, proofs of concepts, and operational pilots.
  • Education: Bachelor of Science or advanced degree in a relevant technical field or equivalent work experience.
  • Required Experience: 15+ years of related experience in systems engineering related work and must have at least five years leading technical aspects of systems integration programs.

Education and Clearance Requirements:

  • Due to the nature of the work performed and the privileged user access for this position, U.S. Citizenship is required.
  • Ability to obtain and maintain a TS/SCI with polygraph, existing clearance preferred.
  • Bachelor’s Degree or 15+ or more years of professional experience in related fields.

Salary and Benefit Information

The likely salary range for this position is $178,500 - $241,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
