Job Description

General Dynamics Information Technology, a world leader in Defense IT Systems Integration and Services is seeking an experienced Program Management professional with a proven track record of successful performance delivery.  This position for full time employment will provide overall program leadership, direction, and achievement of desired outcomes for a DoD Enterprise IT program. The Program Manager will oversee and manage all aspects of the program and serves as primary point of contact between GDIT staff and the customer with responsibility for program execution, schedule management, quality management, change management, communications, risk and issue management, contract management and financial management.

Responsibilities:

  • Maintains overall programmatic (cost, schedule, performance) responsibility for the execution of the Contract as well as the technical performance of the program.
  • Single point of contact for program-related issues and incidents.
  • Communicates critical and time sensitive program-related information directly to the client.
  • Represents the Contractor at program-related meetings to discuss cost, schedule, and technical performance.
  • Meet with clients to gain feedback on team performance and take action to address gaps, if any.
  • Meet budgetary objectives and make adjustments to project constraints based on financial analysis.
  • Work with the customer and the GDIT team to develop comprehensive project plans to be shared with clients and other staff members.
  • Ensure efficient delivery of contract capabilities using industry standards and repeatable processes.
  • Manage and oversee subcontractors, as well as full time employees. Direct the work of employees assigned to the program from technical and administrative areas.
  • Direct all phases of the program from inception through completion. Responsible for the cost, schedule and technical performance of the program.
  • Participate in the negotiation of contract and contract changes.
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Review status of projects and budgets, manages schedules, and prepares status reports.
  • Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders.

Qualifications:

  • A minimum of ten years of experience leading programs of $100M/year or larger for Enterprise IT Service Delivery
  • Bachelor's degree or equivalent years of experience
  • Project Management Professional (PMP) or Program Management Professional (PgMP) Certification issued from the Project Management Institute (PMI).
  • Experience leading digital transformation and modernization of Enterprise IT services
  • U.S. Citizenship is required
  • Desired experience and certifications:
    • Former Field Grade Army Signal Officer
    • Experience with the US Army Corp of Engineers
    • Experience leading a Global staff.
    • Experience with XaaS delivery models
    • ITIL® 4 Certification

Security Clearance Level:

  • Active DoD secret clearance

Salary and Benefit Information

The likely salary range for this position is $122,366 - $204,360. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
