We are seeking a Technical Program Manager to support the National Institute of Health (NIH) National Institutes of Allergies and Infectious Diseases (NIAID) program.  In this role you will manage a large and complex program with multiple technical teams spanning a wide range of IT support and technologies.

Must be within commuting distance to Rockville, MD and able to be onsite 1x a week (or as needed).

Work Visa sponsorship will not be provided for this role.

HOW A TECHNICAL PROGRAM MANAGER WILL MAKE AN IMPACT:

  • Provide leadership in overseeing comprehensive technology and service delivery
  • Provide strategic planning, operational planning, and service portfolio development and implementation to service delivery technical managers
  • Provide oversight of all technical and operational aspects of the program
  • Develop and lead cross-functional teams, including promoting team cohesion and collaboration
  • Inject enterprise innovation through strategic thinking around technology and operations
  • Develop and maintain strong client relationships (trusted advisor) with transparent communications
  • Ensure program performance to meet productivity, quality, and client satisfaction goals and objectives
  • Serve as a people manager in coaching, mentoring, motivating, and supervising direct reports

WHAT YOU WILL NEED TO SUCCEED:

Required Skills:

  • Bachelors and 10+ years of related experience
  • 8+ years of experience managing large IT Operations and Maintenance contracts
  • Proficiency in multiple technical disciplines, including DevOps, DevSecOps, cloud services, IT infrastructure, cyber security, networking, data management, storage, and XaaS
  • Experience managing programmatic risks for large service delivery and infrastructure projects including, dependencies, and issues to ensure timely resolution
  • Experience managing technical projects, using Agile, Scrum, or Kanban methodologies
  • Experience working in a metrics-driven environment (e.g., SLA, OLA)
  • Experience developing and delivering complex IT services across a diverse portfolio (e.g., cybersecurity, networking, cloud, engineering, scientific computing)
  • Experience developing solutions in a regulated federal environment (e.g., FISMA, FedRamp) and compliance requirements (e.g., EPLC)
  • Knowledge of IT best practices and standards
  • Must be able to obtain a NIH Public Trust

Preferred Skills:

  • Relevant certifications (e.g., ITIL, Lean IT, PMP, Scrum Master)
  • Ability to communicate complex technical topics and concepts to executive leadership and technical staff
  • Experience building teams and managing client expectations
  • Experience building consensus and uniting teams across complex technical environments

Salary and Benefit Information

The likely salary range for this position is $165,750 - $224,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
