Job Description

Spectrum Subject Matter Expert (SME)

Position Description:
The candidate will be a Spectrum Subject Matter Expert (SME) providing spectrum expertise and advisement to the program manager, technical team leads and software development team members.  The SME will also assist in obtaining inputs from multiple SMEs to derive operational plans and roadmaps; while demonstrating the ability to write & vet requirements (user stories) with acceptance criteria for system review engineers and government stakeholders during periodic Integrated Project Team (IPT) meetings. The SME will be expected to assist developers with understanding spectrum requirements and system/equipment limitations and advantages to aid the efficient implementation of capability improvements into developed products, services, or systems.  The candidate will be part of an agile team with sprint releases every two weeks.  The candidate will own the functional product backlog and be responsible for assigning a Rough Order of Magnitude (ROM) estimate to each story; and will work with the IPT to prioritize the stories for implementation.  The candidate will prepare and host stakeholder required technical exchange meetings.  Additionally, the SME will conduct instructional, in-person or virtual product training for stakeholders or federal agency customers, as required. 
 
 
Responsibilities:
 
Demonstrate the ability to obtain inputs from multiple SMEs to derive operational plans and roadmaps.
Write requirements as high-level user stories or epics in JIRA.; proposing business solutions for meeting requirements.
Own the functional product backlog and assist government stakeholders to prioritize the work. 
Prepare for and host pre-IPT meetings with the system review engineers to decompose the high-level epics/user stories into detailed user stories with acceptance criteria.
Assign a Rough Order of Magnitude (ROM) estimate to each user story.
Attend Integrated Project Team (IPT) meetings to describe functionality in the JIRA story to obtain IPT approval to proceed with the story.
Help developers and testers understand the functionality to be implemented.
Help to test the functionality after developers implement the changes.
Be the Subject Matter Expert for Spectrum frequency assignment questions. 
Provide Operational support expertise.  Assist with debugging issues in production.
Demonstrate good written and verbal communication skills coupled with strong listening skills.
Write documentation applicable to both a spectrum engineering or software developer audiences.
Prepare mock-ups, flow diagrams, or models, and procedures along with conducting feasibility studies to design possible system solutions.
Demonstrate the ability to work independently.
Create training material (input certification requests), training scripts, PowerPoint presentations, and conduct in-person and virtual training for agencies.
Generate agenda and host bi-weekly meetings (as required) with stakeholders to discuss appropriate spectrum or product interoperability impacts or changes.  
 
 
Deliverables: 
 
JIRA stories with acceptance criteria.

Mock-ups, flow diagrams, models and procedures as needed to define JIRA story.
Training material, training scripts, PowerPoint presentations needed for training sessions.
Input for the User Training Manual for use by the end user community on how to use the system to input and process certification requests.

Years of experience: 6-10 years
 
 Required Skills:
Knowledge of radio transmitters and receivers, radar, antennas and satellites (radio spectrum).
Recognized subject matter expert in job area (EM Spectrum) typically through advanced education and work experience.
5+ years experience with EM spectrum frequencies and how the federal government assigns them.
5+ years experience working with system parameters for satellites, radars, antennas, receivers and transmitters.
3+ years knowledge of EL-CID Desktop application.
3+ years knowledge of DoD StepStone system a huge plus.
Knowledge of spectrum-related data exchange format named Standard Spectrum Resource Format (SSRF) a huge plus.
Knowledge of JIRA and Confluence a plus.
Knowledge of XML, XSD, XSLT.
5+ years experience writing technical documentation.
Bachelors Degree (BA/BS) or equivalent combination of education, spectrum training, or 10+ years of work experience.

Salary and Benefit Information

The likely salary range for this position is $132,600 - $179,400. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
