Job Description

You will support the Department of Veterans Affairs (VA) with a Veteran first vision to transform the Veterans Benefits Administration (VBA) with greater visibility into claims processing. For our Human-in-the-Loop (HITL) support for FOIA/PA, the Instructional Training Manager serves as the lead for instructional delivery of redaction services to a large array of GDIT subcontractor staff performing this function. The role combines expertise in instructional development and delivery to educate our staff on the business rules and redaction tools to perform this function for VBA. As the redaction tool matures with each release, training material updates and instructional refreshers will be a constant.

Responsibilities:

  • Manages a team of training specialists and training coordinators that are responsible for the planning, development, delivery, evaluation, and administration of training for the UCAP program, specifically for FOIA/PA requests.
  • Develops and administers training schedule, travel, and performance requirements.
  • Identifies training needs and priorities by working with GDIT program managers and FOIA/PA technical delivery staff.
  • Understands organizational objectives to decrease the FOIA/PA backlog of requests.
  • Uses professional judgement to ingest VBA quality standards into the FOIA/PA redaction instructional material.
  • Conduct organizational readiness assessments to identify impacts, risks, and stakeholder concerns to train a large subcontractor staff.
  • Develop targeted communication, engagement, and training plans to foster adoption and minimize resistance.
  • Establish feedback mechanisms to measure the effectiveness of training / instructional material and make iterative improvements.
  • Build and maintain productive relationships across internal teams, external partners, and executive leadership.
  • Participate in cross-functional UCAP FOIA/PA working groups to address service delivery challenges and improve inter-agency coordination

What You'll Need (required):

  • BA/BS degree (work experience will be considered in lieu of degree)
  • 8+ years of progressive training development experience
  • 2+ years of experience leading a team of training / instructional delivery professionals
  • Expertise in process improvement, technology adoption, and stakeholder engagement strategies.
  • Outstanding written and verbal communication skills with the ability to present to business leaders
  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting 

What Would Be Even Better (preferred):

  • Master's degree
  • Current or previous Veterans Affairs experience
  • Experience developing technical presentations and/or writing and presenting business case and white papers or writing and contributing to industry proposals is a plus

Salary and Benefit Information

The likely salary range for this position is $96,262 - $130,238. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
