We are seeking an IT Policy Business Analyst with extensive Federal Acquisitions (FAR) experience to contribute to federal IT modernization initiatives. The ideal candidate will leverage demonstrated knowledge of the Federal Acquisition Regulation and the Code of Federal Regulation (CFR) to translate statutory and legislative mandates into technical and business requirements. This role focuses on compliance, regulatory frameworks, and strategic IT policy development to align with federal acquisition systems modernization mandates.
KEY RESPONSIBILITIES:
Provide consultation and advice in the formulation of policy interpretations to facilitate data-driven decisions.
Conduct policy research, analysis, and impact evaluation on IT modernization and FAR/CFR compliance.
Gather and document business requirements, develop user stories, review computer system capabilities, workflow, and scheduling limitations to further modernization initiatives.
Provide FAR/CFR policy inputs, recommendations, and implementation of best practices for automation during agile team/working group sessions.
Collaborate with product, policy, finance, and IT stakeholders in developing and implementing strategy, planning, and developing systems requirements and/or system deployments.
Analyze policy impact on cloud migration, COTS/SaaS integration, and accessibility compliance.
Interpret and summarize directives, policy, OMB memoranda, Executive Orders, and regulatory/legislative mandates in support of developing technical requirements
Assess risks, gaps, and conflict resolution strategies for IT initiatives, and communicate findings to multiple stakeholders.
Contribute to change management initiatives, training, and IT relationship management.
Develop white papers, system impact documentation, process maps, standard operating procedures (SOP), System Security & Privacy Plan, Configuration Management Plans, Contingency Plans, and other interpretive guidance.
QUALIFICATIONS:
A Bachelors Degree is required.
8+ years of IT business systems experience.
2+ years of applied knowledge of Federal Acquisition Regulation (FAR) and the Code of Federal Regulation (CFR) policy analysis and federal compliance, and federal government contracts administration.
Prior experience as Federal Contracts Analyst / Administrator is highly desired.
Strong knowledge of the FAR and CFR Section 200 is required.
Experience in developing and implementing strategy, planning, and implementing IT systems requirements and/or system deployments.
Prior experience working in agile environments (SAFe, Scrum, Kanban) and contributing to strategic planning efforts desired.
Demonstrated experience in analyzing and interpreting Federal IT executive orders, policies, and other Federal IT implementation guidance and mandates.
Experience in providing high level summaries of IT policies, and serving/facilitation working groups of multiple stakeholders (product owners, business owners, HR officials, budget/finance officials, IT and asset management SMEs, Privacy experts, legal, and others) to design, implement, and operationalize Federal IT policies.
Experience performing benchmark analysis on Federal IT policies and practices of Federal agencies.
Selected applicant will be subject to a government security investigation and must meet eligibility requirements for a Public Trust determination.

The likely salary range for this position is $111,702 - $151,126. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
