Job Description

Expert Advisor/ Business Functional Manager

  • Manages enhancement development across Scrum teams based on the impacted business function
  • Leverages domain expertise to determine enhancement impact on Medicaid applications
  • Coordinates requirements gathering and analysis of enhancements with stakeholders

WHAT YOU’LL NEED TO SUCCEED:

Education: Bachelor's or Master's degree in Computer Science, Information Technology, or a related field, OR the equivalent combination of education, technical certifications or training, or work experience.

Required:  15+ years of experience in IT with 5+ years of experience in the technologies for their business function specialty, 5+ years of experience in their business function specialty, 5+ years of experience in an IT management role

Experience:

  • Mainframe Systems Proficiency: Extensive experience with IBM mainframe technologies, including z/OS, COBOL, JCL, CICS, VSAM, and DB2. Proven ability to install, configure, and maintain mainframe operating systems and associated software.
  • Medicare Systems Knowledge: In-depth understanding of Medicare programs, particularly within California, encompassing eligibility, claims processing, and enrollment systems. Familiarity with the Centers for Medicare & Medicaid Services (CMS) regulations and the Medicare Modernization Act (MMA).
  • PMO Experience: Demonstrated experience leading projects within a PMO framework, ensuring alignment with organizational objectives and regulatory requirements. Ability to mentor and train project teams, fostering a culture of continuous improvement and adherence to best practices
  • Project Management Methodologies: Proficiency in project management methodologies such as Agile, Scrum, and Waterfall. Experience utilizing tools like MS Project, SharePoint, and other project management software
  • Healthcare Regulations: Comprehensive knowledge of HIPAA regulations and other federal and state healthcare compliance standards. Expertise in CMS guidelines, particularly those governing Medicare programs
  • Communication and Collaboration: Proven ability to collaborate with diverse stakeholders, including state health agencies, healthcare providers, and IT teams. Strong communication skills to convey complex technical concepts to non-technical audiences effectively
  • Certifications: Project Management Professional (PMP) certification or equivalent. Relevant IT certifications, such as those related to mainframe technologies or healthcare IT systems preferred

Work Location: Hybrid, located Sacramento, CA. Expect to be on site 2-4 days a week.

Salary and Benefit Information

The likely salary range for this position is $119,862 - $162,166. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
