Software Engineer Advisor

HOW YOU WILL MAKE AN IMPACT

  • Provide software engineering support to the execution of Government-led Risk Management Framework processes to achieve the appropriate cybersecurity approval to operate the software components of research projects on the classified network, unclassified network, or both as specified by the Government for each research project.
  • Provide software expertise to assist the Government in the development of or review of research proposals.
  • Provide technical/management leadership on major tasks or technology assignments.
  • Establish goals and plans that meet project objectives.
  • Utilize domain and expert technical knowledge to direct and control software activities for the client.
  • Have overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met.
  • Analyze Government Research Objectives and provide software designs for mobile devices, embedded systems, and computer-based software components.
  • Provide software engineering support to develop Government-owned software components from Government approved software designs for both mobile devices, embedded systems and computers.
  • Provide software development, testing, and quality assurance processes to address software flaws.
  • Create, develop and support execution of developmental test plans and research evaluations for the technical, functional and usability evaluation of software components in support of the Government’s research objectives.
  • Assist in the creation, development, and execution of test plans for evaluation exercises, i.e., the Cyber Battle Lab’s Cyber Quest Event.
  • Advise the Government on novel and improved means to achieve technical goals.
  • Develop mobile and backend system interfaces to specifications.
  • Generate Design Documentation, including the Unified Modeling Language (UML) diagrams, functional design documents, test plans, entity-relationship diagrams, data flow diagrams, deployment diagrams and user acceptance standards.
  • Integrate software applications, arising from Government research objectives, with various Android, Linux, and Microsoft Windows Operating System (OS) devices including those supported by the Army Program Manager (PM) Soldier NettWarrior Futures Division, PM Special Operations Command Android Tactical Assault Kit Division and the Army PM Medical Communications for Combat Casualty Care.
  • Integrate software medical applications with the legacy and future DoD Program of Record EHR and other medical systems as directed by the government, allowing for the transmission of information from research software components through the use of the appropriate government-specified data formats.
  • Integrate medical applications with Internet Protocol (IP) based communication devices to enable transmission of medical information between source and destination systems.
  • Conduct Software Code and Technical Reviews to inform the Government of the software architecture, code structure, and application usability features for software components, and to demonstrate that software applications met the Government’s research objectives.
  • Ensure applications adhere to the ADP security program according to DOD Instructions 8500.01M (December 19, 2005, as amended) (Information Assurance (IA)) and 8510.01 (Risk Management Framework), or other IA requirements, and to all applicable HIPAA requirements.
  • Support special projects as needed.

WHAT YOU’LL NEED TO SUCCEED:

  • Education: Bachelor’s degree in Software Engineering, Computer Science, or related discipline, or the equivalent combination of education, professional training, or work experience
  • Required Experience: 8+ years of related experience in software engineering
  • Required Technical Skills: CompTIA Security+ and Computer Environment (CE) Certifications
  • Security Clearance Level: Secret
  • Required Skills and Abilities: Experience planning, coordinating, and integrating within a schedule; Excellent verbal and written communication skills. Being proactive and able to work independently
  • Location: Ft. Detrick, MD

Salary and Benefit Information

The likely salary range for this position is $120,702 - $163,302. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
